John McGauley’s record as Allen County Recorder demonstrates his commitment to maximizing the value of your tax dollar, providing leadership at every level of government and an ever-present interest in protecting consumers. Highlights of his record in local government include:
• Dramatically improved customer service and process controls, decreasing document turnaround time from 69 days in 2007 to one day or less in 2011.
• Reduced consumption of property tax dollars by the Recorder’s Office by 73 percent since taking office.
• Reduced headcount in the Recorder’s Office by 25 percent since 2007.
• First County Recorder in Indiana to implement paperless eRecording, which allows customers to submit documents without ever leaving the office. In 2011, Allen County received 21 percent of its documents electronically.
• First County Recorder in Indiana to implement Property Fraud Alert, a free online service designed to protect property owners from document fraud.
• Implemented one-of-a-kind online “Neighborhood Resource Center,” providing free access to essential information about neighborhoods and allowable uses of property. This project won the Indiana Association of Counties 2009 County Achievement Award.
• Delivered on a commitment to provide online access to the Recorder’s Office by making nearly 3 million documents available via the web. Documents from 1824 to present (the majority of the Allen County Recorder’s Office collection) can now be searched 24-hours a day, 7 days a week.
• For the first time, made consumer protection a core duty of the Recorders Office. Worked with Indiana Attorney General, Indiana State Police, Better Business Bureau and others to proactively warn consumers about deceitful practices related to property records.
• Proposed and successfully lobbied for passage of a county ordinance requiring the information about county spending and contracts be published online.
• Managed the county’s first successful effort to broadcast county meetings on cable television. Also managed the development and implementation of Allen County’s first interactive web site, bringing dozens of county departments together online for the first time.
• As Allen County Public Information Director, proposed and implemented projects that improved public access to government, such as the publication of an Annual Report and launch of the “Commissioners Night Out” series.
• Dramatically improved customer service through industry leading training and process change designed to speed up delivery of products and services.
